As a more ruthless and vengeful aspect of the heart, he wanted the box open, but it goes so hard against Battler's sense of morality that he was unable to touch it.
Because of that sense of morality, if the box had been opened but anger NPC left in the closet, there would have been pretty much no outward change. Battler might have ended up feeling more conflicted in terms of trauma games and such, but ultimately he would still be unwilling to ever actually kill anyone.
However, no matter what happened with anger NPC, opening the box would have made certain parts of the heart more physically dangerous and potentially deadly. For example, entering the garden would have become a lot more difficult.
